Commitment to Care Fund Information


It was in the final grueling weeks of campaigning when Lisa Leeser turned to her husband Oscar and said, “I think we should donate your mayoral salary to charity.” With a smile on his face, Oscar looked at his wife of over 30 years and jokingly replied, “I like that idea, but I still need to be elected before we can do that.” The Commitment to Care Fund started from that conversation, and after being voted into office in June, the Leesers made their commitment publically known during their Inaugural Ceremony.


The Commitment to Care Fund is a charitable fund overseen by First Lady Lisa Leeser and Mayor Oscar Leeser. The Fund is supported by the couple’s mayoral salary and will allow charitable donations to be made throughout the year to area non-profits during the Leesers' four year term. The couple’s promise to the people of El Paso is that every penny they earn from the tax payers will go right back to the community they love.

Operation H.O.P.E

H.O.P.E. stands for Helping Other People Endure. Operation H.O.P.E. has provided food, shelter, clothing, shoes, school supplies scholarships, toys, computers, medical supplies, funeral services and spiritual support to thousands of people in need.

Books are GEMS

Books are GEMS is a non-profit organization dedicated to supporting literacy by providing books and educational materials to the children of the greater El Paso area, founded in memory of Grace Madriles.

No D.U.I El Paso

N.D.E.P. is ran by Fort Bliss soldiers and El Paso citizens. It offers a simple solution to mitigate DUIs and DWIs within the El Paso and Fort Bliss area, and enables citizens to make responsible choices while intoxicated. No D.U.I. El Paso is not an organization against drinking, just irresponsible drinking.

Operation NOEL

Operation Noel provides new winter coats to more than 19,000 children in the region whose families cannot afford to buy the coats for them.
